A laser effect is an optical-radiation system, not just a bright fixture.
Entertainment lasers require product classification, competent risk assessment, controlled geometry, access prevention, fail-safe control and compliance with venue and applicable authority requirements.
The selection principle

THE APPLICATION.
No beam should be programmed or operated until a competent laser-safety process has assessed accessible exposure, scan area, reflections, failure modes, people, cameras, aircraft considerations where relevant and local approvals.
Equipment follows the production decision.

Classification
What is the documented class, output, wavelength and operating mode of the complete product?
Geometry
Where can direct beams, scanned effects and specular reflections travel under normal and fault conditions?
Access
How are audience, crew, performers and unauthorised operators kept out of hazardous regions?
Control
What interlock, emergency stop, termination, monitoring and fail-safe behaviours exist?
Approval
Which venue, aviation, public-safety or other local permissions and competent sign-offs apply?

Overhead aerial effects
Beam geometry must preserve controlled separation through the full programmed envelope and plausible fault conditions.
Graphics and surfaces
Projection targets, edges and reflective materials must be assessed; a surface does not automatically terminate every hazardous reflection.
Outdoor operation
Airspace, distant exposure and local authority requirements can fundamentally change whether and how an effect is permitted.
The common mistake
Assuming movement makes a powerful beam safe
Scanning does not remove the need for exposure assessment and fault analysis. A stopped scan, incorrect zone or control failure can change accessible exposure immediately.
